The Driving Licence Act was reformed on 29 May 2026.

17-year-old driving a passenger car

•     Driving is prohibited at night between 00:00 and 05:00
•     A 17-year-old driver does not have the right to drive a passenger car between 00:00 and 05:00
•     This applies to all 17-year-olds, including those who obtained their Category B driving licence before this change

    
What are the consequences of violating the prohibition?

If a minor driver operates a vehicle requiring a passenger car driving licence between 00:00 and 05:00, 
it will be penalized as driving a vehicle without a licence, and as a rule, will result in a driving ban and a fine.

In addition, a fine may be imposed on the person who handed over the vehicle. The guardian has a responsibility to supervise the 17-year-old driver's right to drive.

An identifier for minor drivers becomes mandatory as of 1 October 2026.

Changes related to the driving examination

• Driving ban training for new drivers will expand to cover drivers of tractors, mopeds, and light quadricycles, as well as those placed under a temporary driving ban.
• Cheating on the theory test of the driving examination will result in a 6-month ban on participation.
• Risk recognition training will expand from 8 hours to 12 hours starting 1 October 2026.
• As of 1 October 2026, the use of simulator instruction will be restricted: 
• In the future, simulator instruction may account for a maximum of half of the practical driving instruction.
